Central Government ने Delhi Master Plan 2047 किया जारी, World-Class Infrastructure का है लक्ष्य
Central Government ने गुरुवार, 20 August 2026 को आधिकारिक तौर पर 'Master Plan for Delhi 2047' (MPD-2047) को जारी और अधिसूचित कर दिया है। इस घोषणा का नेतृत्व Union Minister for Housing and Urban Affairs Manohar Lal Khattar ने Delhi Lieutenant Governor T.S. Sandhu और Chief Minister Rekha Gupta के साथ मिलकर किया है। यह ambitious blueprint national capital को world-class, inclusive और environmentally friendly city में बदलने का प्रयास करता है ताकि 2047 तक 3.20 crore की projected population का समर्थन किया जा सके (Source)। इस योजना के तहत 2047 तक की कई बड़ी विकास योजनाएं तय की गई हैं। Key points में मेट्रो नेटवर्क का विस्तार, नए घरों का निर्माण, नarela को एजुकेशन और इनोवेशन hub बनाना और Yamuna floodplains का संरक्षण शामिल है।
Infrastructure और Housing Targets
Key infrastructure targets में वर्तमान 416 km metro rail network को 695 km तक बढ़ाना और Anand Vihar में एक बड़ा multi-modal transit hub स्थापित करना शामिल है। Housing needs को पूरा करने के लिए, government का लक्ष्य public-private partnership model के तहत 'Jahan Jhuggi Wahan Makan' scheme को शामिल करते हुए 30 से 40 lakh new homes का construction करना है। Narela को major education and innovation hub के रूप में designate किया गया है, जिसमें universities और research institutions के लिए 138 hectares land allocated है, जबकि Dwarka को international gateway और medical hub के रूप में set किया गया है।
Regulatory Shifts और Building Norms
Regulatory shifts में rehabilitation projects के लिए maximum Floor Area Ratio (FAR) 500 है और class six तक के schools के लिए FAR 120 से बढ़ाकर 150 कर दिया गया है। Delhi Pollution Control Committee और Delhi Jal Board जैसी agencies से mandatory No Objection Certificates (NOCs) को हटाकर building permit procedures को simplified कर दिया गया है। Plan में एक '24-hour city' concept भी introduce किया गया है, जिसमें round-the-clock transport connectivity के साथ special night-life और economic zones शामिल हैं।
Environmental Protections और Management
Plan के तहत environmental protections में 180 square kilometers of Yamuna floodplains और ridge areas को कवर किया गया है, जिसे Yamuna river को clean करने और green belts develop करने की initiatives के साथ complement किया गया है। इसके विपरीत, policy sensitive zones में encroachment के खिलाफ strict action का mandate देती है, जिससे ऐसे settlements compensation के लिए ineligible घोषित हो जाते हैं। इसके अलावा, plan automobile repair workshops को industrial activities के रूप में और standalone cinemas को commercial activities के रूप में classify करता है, जबकि future urban management के लिए AI और digital governance का utilize करता है।
