Delhi High Court का बड़ा आदेश: सभी Police Stations में Menstrual Hygiene सुविधाओं का होगा Survey

दिल्ली हाईकोर्ट ने 5 अगस्त 2026 को राष्ट्रीय राजधानी के सभी police stations में एक comprehensive survey कराने का निर्देश दिया है। यह survey women police personnel के लिए functional sanitary pad vending machines और exclusive washroom facilities की availability का आकलन करने के लिए है। Chief Justice D K Upadhyaya और Justice Tejas Karia की division bench ने इस survey को छह सप्ताह के भीतर पूरा करने का mandate दिया है और Centre व Delhi Police से status report मांगी है। इस संबंध में अधिक जानकारी ANI News पर उपलब्ध है।

PIL और RTI के खुलासे

यह directive NGO "Justice for Rights Foundation" द्वारा advocates Karnika Bahuguna, Pooja Kushwah और Adarsh Singh के माध्यम से 2 जून 2026 को दाखिल की गई एक Public Interest Litigation (PIL) पर आया है। petition में female police personnel के लिए basic menstrual hygiene infrastructure और dedicated sanitation facilities की persistent lack कोhighlight किया गया है। इसमें तर्क दिया गया है कि इनकी अनुपस्थिति Constitution के Articles 14, 15 और 21 के तहत fundamental rights का violation करती है।

Court के नोटिस और अन्य पहल

Justice for Rights Foundation द्वारा July-August 2025 में दायर previous Right to Information (RTI) applications से अधिकांश Delhi police stations में sanitary pad vending machines और menstrual hygiene के लिए dedicated budgets की severe absence का खुलासा हुआ था। High Court ने petition में उठाए गए मुद्दों पर Union of India (Ministry of Home Affairs के माध्यम से), Delhi Police और Government of NCT of Delhi को notices जारी कर responses मांगे हैं। PIL में good practices के उदाहरण के रूप में Mumbai Police, CRPF और Ladakh Police के "Smart Maitreen Project" जैसी initiatives का भी reference दिया गया है।
