Delhi Development Authority ने MPD 2047 नोटिफिकेशन जारी किया, पैदल चलने वालों और 24x7 इकोनॉमी को मिलेगा बढ़ावा
Delhi Development Authority (DDA) द्वारा Master Plan for Delhi (MPD) 2047 को आधिकारिक तौर पर Ministry of Housing and Urban Affairs द्वारा अगस्त 20-21, 2026 के आसपास notify कर दिया गया है। इस नई योजना का मुख्य उद्देश्य non-motorised transport को बढ़ावा देना और 24-hour city economy को मजबूत करना है। इस योजना को DDA द्वारा अगस्त 2026 में approve किया गया था। इस रिपोर्ट में जानिए इस मास्टर प्लान से जुड़ी सभी मुख्य बातें।
पैदल चलने वालों के लिए खास नियम और Active Travel Areas
Master Plan के तहत छह मीटर या उससे कम चौड़ी सड़कों को pedestrian-focused shopping streets में बदला जाएगा। 45 मीटर या उससे अधिक चौड़ी major arterial roads पर, और जहां संभव हो 30 से 45 मीटर चौड़ी सड़कों पर, पैदल चलने वालों और non-motorised transport के लिए dedicated infrastructure की जरूरत होगी। इस विजन के मुख्य केंद्र Active Travel Areas (ATAs) और Active Travel Networks (ATNs) होंगे, जो commercial hubs और heritage precincts में पैदल चलने और साइकिल चलाने को प्राथमिकता देंगे। अधिकारियों ने पुष्टि की है कि DDA द्वारा पहचाने गए 24 walk plans में से 14 तैयार किए जा चुके हैं। public safety सुनिश्चित کرنے کے लिए, road-owning agencies और Delhi Traffic Police को annual road safety audits करने का काम सौंपा गया है।
24x7 इकोनॉमी और रीमेक प्रोटोकॉल
24x7 economy को बढ़ावा देने के लिए, नोटिफिकेशन के तहत residential zones में 30 मीटर चौड़ी सड़कों के किनारे इमारतों के ground floors पर commercial activities की अनुमति दी गई है। इसके अलावा, tourist और resident engagement को बढ़ाने के लिए workspaces, socio-cultural facilities और commercial establishments के लिए extended operational hours की अनुमति देने के लिए selected city nodes और circuits को designate किया जा रहा है। यह योजना redevelopment protocols को भी आसान बनाती है; अब निवासी society members की 75% consent के साथ 3,000 square metres तक के plots पर 1.5 के Floor Area Ratio (FAR) पर redevelopment कर सकते हैं।
नेताओं के बयान और एक्सपर्ट्स की चिंताएं
Government figures ने इस पहल की सराहना की है, जिसमें Lieutenant Governor Taranjit Singh Sandhu और Union Housing and Urban Affairs Minister Manohar Lal ने इस योजना को 'Viksit Bharat 2047' vision से जोड़ा है। Delhi Urban Development Minister Ashish Sood ने simplified redevelopment regulations को citizen-friendly बताया है। हालांकि, experts ने implementation को लेकर चिंताएं जताई हैं। Sabyasachi Das, जो DDA के former planning commissioner हैं, ने ground realities की वजह से potential challenges का हवाला दिया है। वहीं, International Council on Clean Transportation के India में Managing Director Amit Bhatt ने जोर दिया कि private vehicles से दूर जाने के लिए DMRC, NCRTC, GNCTD, MCD, NDMC, और DJB जैसी संस्थाओं द्वारा robust public transport और last-mile connectivity की जरूरत है। future coordination को मैनेज करने के लिए एक proposed Unified Metropolitan Transport Authority (UMTA) द्वारा संभाले जाने की उम्मीद है।
